That hybrid structure is the standard shape of a maturing advertising platform. Direct sales cover the largest advertisers, resellers reach the mid-market, and outsourced partners handle volume and regional coverage that a direct force cannot economically serve.
The hiring pattern reinforces the read. The advertising leadership was seeded from Meta, with David Dugan appointed Vice President of Global Ads Solutions in March 2026 and other former Meta advertising executives joining since. Meta is where the hybrid model was operated at the largest scale, and people tend to rebuild the machine they know.
