Should Agencies Bill Clients For Their AI Tools?

No agency ever put a design licence on an invoice. AI tools raise the question again, because they do not cost like software. They cost like electricity.

The old model was simple enough to ignore. Software was a fixed seat cost, paid annually, spread across every client, and buried in overhead. Nobody itemised it because itemising a fixed cost across variable work is arithmetic with no purpose.

Why AI Tools Break That Habit

Per-use pricing changes the shape of the cost. A client whose campaign needs four hundred generated variants genuinely costs more to serve than one that needs twenty, and under overhead accounting the second client pays for the first. That is a cross-subsidy the second client did not agree to.

It also scales with exactly the behaviour AI encourages. The cheaper generation feels, the more of it happens, and the bill grows fastest on the accounts least disciplined about asking.

Overhead works when the cost is fixed. This one moves with how the client behaves.

Who Actually Pays Today

In most agencies, nobody has worked it out. The tool cost sits in a technology line that predates the tools, gets reviewed annually, and is growing faster than the line was built to absorb. That is not a pricing decision. It is a pricing decision being deferred.

The Argument Against Itemising

It invites a line-by-line negotiation the agency will lose. Once a tool cost is visible, procurement will ask why it is not falling, whether a cheaper model would do, and eventually whether the client should hold the subscription and let the agency use it.

The likely settlement is neither. Not a line item, but a tiered fee that assumes a volume of generation, with a threshold above which more is chargeable. That is how agencies already handle print, media and production overage, and AI is closer to those than to a seat licence.
