CCPA Fines Dial4Trade Over Ammonium Nitrate Listed For Sale

The CCPA has fined Dial4Trade Technologies ₹10 lakh for allowing the listing, hosting, advertising and sale of ammonium nitrate on its e-commerce platform without the mandatory regulatory safeguards.

What The CCPA Actually Penalised
The word doing the work in the order is advertising. The platform is not being penalised only for a completed sale, but for listing, hosting and advertising a controlled substance. That places the promotional surface itself inside the regulator's reach.
Ammonium nitrate is a fertiliser and an explosive precursor, regulated accordingly. The safeguards the CCPA says were missing are the ordinary ones for a controlled good: verify the seller holds a licence, verify the buyer is entitled to purchase, and disclose the safety and legal position on the listing.
Why It Matters Beyond One Platform
Marketplaces have generally argued that they are intermediaries carrying third-party listings rather than publishers of them. An order framed around listing, hosting and advertising does not accept that division for restricted goods.
The order was issued by the CCPA headed by chief commissioner Nidhi Khare and commissioner Anupam Mishra.
